Questions about making out! Please help?

My boyfriend and I have kissed 4 times and they were just sweet "mwah" kisses. We were both each others first kiss. I'm ready to make out but I'm not sure he is. It's had to describe but like he's the type of guy to ask if it's okay if he puts his arm around me (only for the first time). I've never made out before and neither has he. Would it be okay for me, the girl, to start making out? I'm 15 if that matters. And what should I do just kiss him like usual, kiss him again, then just sort of lick his lips and see how he responds? I just really want to make out and I know he won't start it.
