Is this a virus or is it normal?

did it call itself windows defender? or forefront security? I believe one of those 2 have an icon similar to what you described and they are legitimate microsoft programs. windows defender likely came preinstalled if you have vista or windows 7. forefront would have had to be installed by someone.
